Hi Shannon. Photoshop can only do the graphics part of a webpage. Pop-down menus such as the ones you've described can only be made in a web page editor or by coding. FrontPage and Dreamweaver can make these kind of Javascript menus, but I don't know a lot about them as I don't use them. The best solution I could recommend would be either to check the help section of your web editor, or rip the code from another page, by clicking View > Source in Internet Explorer.
