Generally, when I make a design proposal, I build the first page (homepage) as it will look on the actual site. All links and buttons should function properly even if they only point to a dummy page or a message box script. Any text areas can be filled with any stupid babbling (take a look at the example sites on Pegaweb) Stay basic, your proposal site can be absolutely meaningless. The only message you want to convey, is your ability, your creative design, and the general look and feel. Unless you are proposing a highly technical or specialty site, you can usual throw a proposal together in about an hour or less. And remember... Your proposal can be used to build your site. So keep it basic, give it a little thought and you'll be up and rolling in no time. Hope this helped.
