Frontpage 2000 is easily good enough for any purposes, including my tutorials. Most of the editing process goes on in Photoshop - Frontpage just puts the pieces together. Photoshop doesn't make web pages, it only makes images. To get the images from Photoshop to Frontpage, click File > Save for Web, and choose Jpeg, Quality 60. You can then insert these images into your web pages in Frontpage.
