To make the band adjustable, create a "sliver" as Daniel calls it, a small section of an image that can be repeated indefinitely, and set it as the background for the cell where you want the band top appear. That way no matter how the table grows, the sliver iomage will be repeated enough times in order to cover it. To make rounded edges with the transparency you're looking for, create small square graphics to be placed in cells at the ends of the bands (the table's corners). Make just the corners here, and make transparent GIFs so that only the corner of the band is really visible. Then when you place them in the table, it will look as though you have a rounded corner, and your page background will be seen past it.
